given that your people have the expertise, there might be positive advantage to the ad hoc committee in making it constantly available in the background. Perhaps you could let us know whether you would yourself attach importance to the participation of Rolph as a technical adviser and whether, if necessary, you think it would be worth upsetting anyone (other, of course, than the Chinese) in order to achieve this. Subject to your views we would then propose to ask our missions in the capitals of other members of the ad hoc committee, either to take soundings or to give us their own opinion on the question.
