Despite this large customs force, the geography of Hong Kong, large numbers of small boats in Colony waters, and considerable in- coming and outgoing cargo and passenger trafic combine to pose a monumental enforcement task. The harbor covers 23 square miles. The rugged coastline totals some 350 miles. The small boats in the Colony total over 30.000, including 10,000 fishing boats and a floating marine population of about $0,000 persons. Over 5.000 vessels (ships, trawlers, and junkies) are in the harbor in a normal day.
