1. Mr Train rang to say that Mr Baas of the US Embassy had called to see him and inter alia had raised the question of a meeting between Hong Kong officials (ie Mr Rolfe), the BNDD and UK officials to discuss the recommendations in Mr Rolfe's report. He has also received a letter from Mir Ingersoll of the US Embassy proposing that, if a meeting is agreed upon, Mr Train should head the UK team. Mr Ingersoll would lead the US team. Apparently Mr Baas gave Mr Train to understand that you had expressed some doubt as to the advisability of such a meeting. Mr Train proposes to send a holding reply to Mr Ingersoll and has promised to send us a copy of his letter with a copy of Mr Ingersoll's letter. He will ring you after your return to discuss this matter further.

In passing Mr Train mentioned that he had just returned from a law enforcement meeting in Geneva. had been accompanied by Mr Jordan (Customs) and Mr Huntley (Scotland Yard) who last year visited Hong Kong to investigate supply links between Hong Kong and the UK for Chinese heroin. Mr Train said that both these gentlemen would shortly be letting him have copies of their reports which he in turn would copy to us.
