Majesty's Government to make any of our
proposals more easy to implement, the Hong
Kong Government would gladly consider any
proposals Her Majesty's Government would
like to make about contributions in cash,
personnel or expertise.

The less important of these recommenda-
tions (e.g. the final one for the inclusion
of a representative from Hong Kong in British
delegations to narcotics meetings) will
presumably give rise to little difficulty.
But I recognise that some of the recommendations
(e.g. the first one for an approach to the
Burmese Government) may be in varying degrees
unpalatable to the Department. I hope never-
theless that careful consideration will be
given to all of them. We mentioned to Mr.
Royle during his visit here last month how
seriously we viewed the mounting problem
of drug addiction in the Colony which arises
in large measure from outside activities
beyond our immediate control. We consider
that something must be done, not least in the
diplomatic field, if the rot is to be stopped.
We very much hope that we can look to you for
help on the lines we have suggested.
