(c) Make an approach to the Government of Thailand to

express concern about the illicit cultivation of opium and the large scale clandestine trafficking of opium and its derivatives in that country which leads to a massive export to Hong Kong amongst other places. Particular concern should be expressed about the trawler traffic and the Government of Thailand urged most strongly to take more stringent steps to stamp it out. (Paragraphs 3 to 6, 16 to 21 and 34.)

(a) Make an approach to the Government of Laos to

remark on the illicit narcotics situation prevailing and to urge that every endeavour is made to stop opium cultivation, and in particular to interdict clandestine trafficking in opium and its derivatives in transit from

Burma into Thailand and South Vietnam. (Paragraphs 22, 23 & 29).

(e) Increase its contribution to the United Nations

Fund for Drug Abuse Control from £50,000 to £100,000 and that the latter sum should become an annual contribution to the Fund. (Paragraph 31.)

(f) Initiate such action as may be appropriate with

a view to an official from Hong Kong being posted to the Embassy in Bangkok as a narcotics control officer. (Paragraph 32.)

(g) Initiate such action as may be appropriate with a view to an official from Hong Kong being attached as a liaison officer to the Thai-United States

'S.N.O. Programme'. (Paragraph 33.)

(h) Examine in depth the whole question of the smuggling

of opium and morphine base from Thailand to Hong Kong by Thai fishing trawlers with a view to finding a formula to permit international action to be taken to apprehend these vessels. (Paragraph 34.)

(i) Examine in detail with the United States Government

in the first instance the suggestion to create an opium monopoly in Thailand. (Paragraphs 35 to 41.)

(j) Encourage China to accede to the 1961 Single Convention

on Narcotic Drugs. (Paragraphs 42 to 44.)

(k) Encourage China to cooperate with the International

Narcotics Control Board. (Paragraphs 42 to 44.)

(1) Encourage the President of the International

Narcotics Control Board to visit Peking at an appropriate time. (Paragraph 44.)
