reach Bangkok, Vientiane, Saigon, Hong Kong, Manila, Tokyo, and eventually the United States.

The Governments of Laos and Thailand, with the advice and assist- ance of the United States, have taken steps to stop the growing of poppies and have created special police organizations to improve enforcement efforts. Unfortunately, the Government of Burma has refused to accept any assistance from the United States or to cooperate with the other governments and insists on dealing with the problem unilaterally.
