Prohibition of Shipment

At the time of enforcing prohibition of production, this Division will stop shipment. Our source of income will then dry up and we will not be able to maintain ourselves. However, we must retain the present strength (over 4,000 men) in order to protect the people, to continue our fight against the Communists, to super- visc on the ban on production and to enforce the new economic measures. Without the armed troops, enforcement of prohibition is impossible. Their maintenance expenses must therefore be given assistance at the same time and in the same way as relief and loans needed in the cultivation of substitution crops.
