An outline on narcotics control

by the Anti-Communist Division at Kwo Kan

Tinco President Nixon made his appeal to all countrion in the world to participate in a joint effort on narcotics control, there has been response from such countries as Turkey, Laos and Thailand and practical plans have been formulated to prohibit the production, trafficking and smoking of opium. The results are encouraging for the past few months. The Golden Triangle' which has been used by this Division as a base for the trans-shipment of opium, is under the severe surveillance of international narcotics control organisations, and our trafficking activities arc also accused by press criticisms.

For this reason, this Division has held several meetings to study (the situation), and believes that Nixon's aims on narcotics control will be achieved. Because of moral consciousness and to accord to public opinion, this Division has decided to respond systematically to President Nixon's appeal and to fight for relief and support for a certain period from the countries concerned on behalf of the people living in the area under our control who have been earning their living by growing opium for several centuries, and the armed divisions which have been relying on the collection of protection fees for their expenses. (We plan) to actively develop the culti- vation of suitable substitution crops in our area within ten years to achieve the aim of total prohibition.

The troops and the civilians in this Division depend on the production and trafficking of opium for their living. arming of this Division is solely for the sake of protecting the shipment of opium the only product of the people here - from the income of which they maintain themselves. It is evident therefore that control on shipment will not be effective unless production has been banned.

Prohibition of production.

To validate prohibition, the cultivation of long-term substitution crops must be developed to modify the people's way of life. First, relief must be given to the people to maintain them for the five years when their crops are not yet ready to bring in any income. Secondly, a portion of the opium growers should be assisted to move to other areas to cultivate their crops. Thirdly the people should be given loans to enable the cultivation of large quantities of substitution crops.
