2. It is for others to comment on the remaining proposals, including the suggestion for a Thai opium monopoly. I would only say that the latter is reminiscent of Nelson Gross's idea of financing the purchase of opium by the Burmese Government, which seemed more likely to increase production than to reduce it. The view from Rangoon of the working of Thai officialdom is perhaps rather biased, but from here it is hard to imagine that under such a system means would not be found to enable the illicit traffic to continue alongside the official monopoly.
9. I hope no one will regard these comments as negative or critical of a serious, thoughtful and well written attempt to deal with an intractible and very serious problem about which we are all deeply concerned. This is certainly not intended.
