The nature of current drugs activities in the Colony and measures being taken to control them (paragraphs 3 & 4).

The source of the drugs imported into Hong Kong and the need for international action to cut off the supply (paragraphs 5 & 6).

There is no evidence of Chinese involvement in the drugs traffic (paragraph 7).

Two main recommendations for action in the international field: approaches to the three governments principally concerned in South-East Asia; and the further involvement of Hong Kong officials in international discussion and activity (paragraphs 8 to 10).

The action proposed will not be easy, but something must be done to ease Hong Kong's drug problems.
