THE DRUG PROBLEM IN HONG KONG
1. You asked whether the promised papers on the drug
problem have been received from Hong Kong.
2. The first two have arrived. (See my submission to
Sir Duncan Watson of 2 February, attached, with relevant
papers.) Subsequently we have received a further memorandum
on the US Mission as well as the preliminary comments of
Flag C (3) 0:
(184) HM Ambassador, Bangkok on Mr Rolphe's paper.
