4. The Governor suggests that direct action with the South
East Asian Governments should include approaches to the Burmese,
Thai and Laotian Governments, and the posting of Hong Kong
Government liaison officers at the British Embassy in Bangkok
and with the Thai-United States Special Narcotics Operation.
5. Our Ambassador in Bangkok has commented in his letter of
13 February about the earlier Hong Kong papers, that he is
doubtful about a separate UK approach to the Thais, and whether
the proposed Hong Kong liaison officers would have much to do.
However the new Hong Kong Commissioner of Narcotics, Mr Rolph,
was due to begin a visit to Thailand, Burma and Laos on
26 February for discussions with our Embassies.
