MR ROLPH'S TOUR OF SOUTH ENUT ALIA
1. You asked me yesterday about this. I attach copies of all the telegrams we have so far received concerning Mr Rolph's tour. We do not have a copy of the Governor's letter L/4/73 of 22 January to Mr Watson referred to in Rangoon telegram number 004.
2. As I think you know, ir Rolph is the newly appointed Commissioner for Narcotics in Hong Kong. The object of his tour is to discuss the narcotics problem with our Embassies in the countries visited (Burma Thailand and Laos) so that he has a better grasp of the overall position. Ir Rolph was also talking to the American Embassies in these places but not, as I under- stand it, to the local governments.
