My own inclination for an answer would be "None, Sir" followed, if necessary in supplementaries, by something on the lines of: "It is the practice in considering whether to extend Conventions of this kind to overseas dependencies to be guided by the views of the local Government as to whether there is any particular case for such an extension of the Convention. I am not advised that there is a particular case for the extension of the European Convention of Human Rights to Hong Kong. The rights accorded to the inhabitants of Hong Kong are in practice substantially those which are protected by Article 6 of the Convention.
