Ar. Bourd (who was then aged 53 and had been with National & Grindlaya for years) was the candidate selected for this post.

3 March, 1967 the Ministry of Overscas Development sent him an offor of appointment for a period of eighteen months to the service of the liong Kong Government, stating that his duties would be "to report upon and advise on the correction of the financial conditions cf the Banks". Mr. Beard accepted this offer and signed a contract

He arrived in Hong Kong with the Crown Agents on 22 March, 1967.
