Mr Kershaw has seen your minute of 23 January to Sir Eric Norris and the Parliamentary Office on the subject of Mr Percy Grieve's PQ. He has minuted:
"I of course agree that the Convention should not be extended to Hong Kong.
No doubt it is being borne in mind, in the case of Mr Beard, that he has not exhausted local remedies i.e., he has not sued the Hong Kong Government. Before long indeed he will I presume, be time-barred though whether the commission would have regard to that I do not know."
