MEMORANDUM FOR EXECUTIVE COUNCIL

POSTAGE STAMPS - ISSUE TO COMMEMORATE THE FESTIVAL OF HONG KONG 1973

At the request of the Steering Committee of the Festival

of Hong Kong 1973, it is proposed that there should be a special stamp issue during November and December this year to commemorate the Festival. The Secretary of State for Foreign and Commonwealth Affairs has been consulted and has given his approval in principle for this issue.

Three designs have been prepared by a local artist, Mr KAN Tai-keung, who was also responsible for the 1971 Festival of Hong Kong commemorative issue.

Each of the stamps depicts one of the three Chinese characters meaning "Festival of Hong Kong". The designs are acceptable to the Festival Steering Committee and to the Secretariat for Home Affairs,

Honourable Members will be asked to approve the designs, which will be available at the meeting for Members' inspection.

before the Council for the discussion of this item).
