his Royal capacity whilst still serving with the Navy.
Exceptions can be made to this policy, but not easily. We
will continue to pursue with Frotocol & Conference Department
the possibility of some Royal personage, perhaps one who may
already be in the area, opening the next Festival. Protocol
& Conference Department would, however, prefer us not to
mention the possibility to the Governor yet.
