After discussion, the Chairman said he did not consider
that a strong enough case had been presented by FCO to persuade the Home Secretary to go. along with their views on the need to modify the provisions of the Fugitive Offenders Act. The Home Office fully appreciated the problems and the . need for an early decision on the matter. It was agreed that the Home Office should await the FCO paper (see paragraph 2(g) above) which could be discussed by Mr Brennan and Mr Stuart and modified in the light of discussion at this meeting. The aim should be to produce an agreed document for DoP but if this did not prove possible, it would be necessary for the two Secretaries of State to put in separate papers.
