NOTES FOR SUPPLEMENTARIES

HAS MRS ELLIOTT BEEN BADLY TREATED?

1. A Judicial Commission of Inquiry, headed by the Chief

Justice of Hong Kong, in 1966 carefully considered allegations

that police officers had forced two youths to make statements

incriminating Mrs Elliott in the Star Ferry riots. The

Commission rejected the allegations.

WOULD NOT A REVIEW OF THE CASE NOW BE USEFUL?

2.

This is for the Hong Kong Government to decide, but it is

not likely that any review would come to a different conclusion

after so long.

ARE WE SATISFIED THAT EVERYTHING POSSIBLE IS BEING DONE TO

SUPPRESS CORRUPTION IN HONG KONG?

13. The Senior Puisne Judge in Hong Kong, Sir Alastair Blair-

Kerr, in a recent report, has made recommendations on steps to

eradicate corruption. The Governor, with HMG's full support, is

taking strenuous measures in line with these recommendations.
