Thank you for your letter of 22nd November and I am glad that my views have been read with interest.

The ERS you list are of note as far as they go. However, they do not incorporate the protection necessary to the officer on probation even in the simplest way, for the reasons and in the circumstances I described in my letter of 11th November.

I will not labour personal experience but sufficient to say that from that experience I know that complete falsehoods find their way into 'progress' and other reports and the probationer has no effective defence against them. Sometimes the falsehoods are unseen or the opinion is based on false information or even misunderstanding.

I wonder if you would consider it useful to pass copies of my 11th

November letter onto the various staff associations of the civil service for their advice and comment? If you do and they respond, I should be interested to know their reactions in due course.
