1. Mr Roberts' remark is too sketchy to indicate exactly what the Hong Kong Government have in mind. I imagine that they could make the offices of the members or staff of the Anti-Corruption Commission into pensionable offices for the purposes of the Hong Kong Pensions Ordinance by order of the Governor in Council (which would not require the approval of the Secretary of State) the definition of "pensionable office" in S.2(1) is relevant.
2. I take it that what Mr Roberts is thinking of is paragraph (d) of the definition of "public service" in S.2(1) of the Ordinance, which refers to the Secretary of State.
3. No doubt the Governor will address us if he wants the Secretary of State to do anything.
