ANTI-CORRUPTION MEASURES IN HONG KONG

1. I attach for your information the text of the Colonial Secretary's speech in Legislative Council on 29 November dealing with implementation of the Blair-Kerr recommendations to deal with corruption. Mr Roberts' speech covers the establishment of the new Anti-Corruption Commission in some detail; refers, but without detailing them, to changes to colonial regulations and announces that a bill to amend the Prevention of Bribery Ordinance as agreed with the FCO, will be introduced early next year.

2. Mr Robert in his speech states that in the case "of those officers serving with the Anti-Corruption Commission who are public servants serving in the Commission will be if the Secretary of State so approves designated as other public service for the purpose of pension laws .... We do not seem to have received a formal request for the Secretary of State's approval to cover this.
