1. I have already commented on earlier drafts of the submission and minute and I do not think there is anything I can usefully add.
2. The draft telegram should refer to sections 3(1)(c) and 3(1)(b) of the Act. With reference to the last sentence of paragraph 1 of the draft telegram, as you know there are some territories where we do not control all the laws (eg Bermuda, Belize).
