I am very glad that you welcome the setting up of the independent Anti-Corruption Commission in Hong Kong. realise that you personally would have preferred to see an externally appointed Commission of Enquiry. I am, however sure that the Governor is tackling the problem in the right way. His tough new measures have my strong support. I enclose the relevant extract from his speech to Legislative Council on 17 October. The detailed recommendations of the Blair-Kerr report, including Establishment Regulation 303, are still under study.
As far as your own individual case is concerned, this is quite clearly a separate issue. I am only sorry that we have not been able to satisfy you over all these years that the Hong Kong Government were fully within their contractual right in terminating your probationary appointment, and that there really is nothing we can do.
