I am very glad that you welcome the setting up of
the independent Anti-Corruption Commission in Hong
Kong. I realise that you personally would have
preferred to see an externally appointed Commission
of Enquiry. I am, however, sure that the Governor
is tackling the problem in the right way. His tough
new measures have my strong support. I enclose the
relevant extract from his speech to Legislative
Council on 17 October. The detailed recommendations
the Blair-Kerr Report, including Establishment
Regulation 303, are still under study.
As far as your own individual case is concerned, I
have asked that this should be looked into very
carefully yet again. I will let you know the result
in due course.
