I am very glad that you welcome the setting up of the independent Anti-Corruption Commission in Hong Kong. I realise that you personally would have preferred to see an externally appointed Commission of Enquiry. I am, however, sure that the Governor is tackling the problem in the right way. His tough new measures have my strong support. enclose the relevant extract from his speech to Legislative Council on 17 October. The detailed recommendations of the Blair-Kerr Report, including Establishment Regulation 303, are still under study.

As far as your own individual case is concerned, I have asked that this should be looked into very carefully yet again. I will let you know the result in due course.
