Thank you for your letter of 16 October about
the Godber case and the position regarding amendment
to the Fugitive Offenders Act, 1967. I am grateful
for your helpful interest in this problem.

I enclose the relevant extract from the Governor's
speech to Legislative Council on 17 October dealing with
the recommendations of the Blair-Kerr Report. As the
Governor says in his speech, he is consulting us on the
many and complicated recommendations of the report. He
intends that proposals for action on these recommendations
should be announced during the motion of thanks in reply
to his address in Legislative Council on 14 November.
As I told you when we met in September, the
suggestion of amending the Fugitive Offenders Act poses
considerable problems. To amend the Act so as to render
Godber liable to extradition for the offence with which
he has been charged in Hong Kong would obviously be
difficult.
