Amendment to the Fugitive Offenders Act
Ao the Hen Hember for Kingston upon Hull is aware-
The Governor appointed a judge of the High Court,
Sir Alastair Blair-Kerr, to investigate the
departure of Mr Godber from Hong Kong and to propose
ir Alastair's report recommends
further measures

that the Fugitive Offenders Act should be amended
so as to enable Godber, and other offenders charged
with criminal offences which are not relevant
returned
offences under the Act, to be extradited to Hong
Kong.
We are considering the whole question but there are
considerable difficulties, particularly about
retrospective amendment.
Reason for discrepancy between laws in Hong Kong and the UK
Section 10 of Hong Kong's Frevention of Bribery
Ordinance (under the provisions of which Godber
was charged) was agreed because of the particular
situation in Hong Kong. Recent events have shown
that it is needed.
Action to combat the general problem of corruption
in Hong Kong
I support the setting up of an independent Anti-
Corruption Commission in Hong Kong and the strong
measures which the Governor is taking to deal with
the admitted problem of corruption.
