You may like to see the attached correspondence which we have been having with Mr Tilton, late of the Shanghai police. I do not know if there is anything in this that would be of use to you, but if you would think it worthwhile I would certainly see no objection to your contacting Mr Tilton, perhaps pointing out that I had shown you the correspondence in your capacity as the new independent head of the Operations Unit.
