Thank you for your letter of 8th November, and for the copy of Sir Murray MacLehose's speech to Legislative Council on 17th October.

I have today written to the Governor pointing out why Establishment Regulation 303 needs to be strengthened rather than weakened and suggesting how this strengthening might be achieved.

I look forward to knowing the result of the further re-examination of my case which you have initiated. As I have many times àdvised your Office in the past, I am willing to supply any further detail, information or explanation, particularly with regard to two Hongkong Government 'inquiries' which blatantly suppressed evidence,

'inquiries' the conduct of which the British Government has variously graced with the description 'full', 'proper', 'thorough' and 'adequate'.
