1. In view of the recommendation in Hong Kong telno. 1302, Mr. Royle feels that the case of Mr. Alan Ellis should not be put to the anti- corruption commission and that Mr. Ellis should be told in a few weeks time that the further examination of his case has not produced any positive results. However, before taking a final decision, Mr. Royle would like to have the views of Mr. Macoun on this matter.
2. Mr. Ellis has sent the attached letter to Mr. Royle. I do not think a reply is needed.
