Commission are already in train. The appointment of

Mr Frendergast is in hand, but Mr Williamson, a retired British

police officer suggested by Sir Robert Mark, has been found to

be unsuitable after interview by Mr Macoun, Mr Slevin and

Mr Prendergast. We are pursuing a possible alternative with

Sir Robert Mark. Mr Prendergast will arrive in Hong Kong

about 1 December. I shall submit further when we have received

the text of the Governor's announcement on 17 October.

Mr James Johnson MP has tabled a Written Parliamentary Question

about this for 17 October and I propose to submit a reply based

on the Governor's announcement.
