May I refer to the F. C.O. letter to you dated 3rd August, 1973 signed by Mr. R. B. Crowson on the subject of corruption in the Royal Hong Kong Police and which you passed to the Director of Anti-Corruption Office.
Morrin replied to you on the 28th August in his (87) in AC/MRE/121/71, however I think that we should go further and ask F.C.O. to contact Driberg to see if he or Scotland Yard can get more details from the informant, whom we suspect to be an ex Inspector named I. K. C. Waye who resigned on the 2nd March, 1971, and who made a fuss when asked to repay to Government a portion of his outward
