On behalf of the Hong Kong Federation of Students, I would like to bring the following points to your attention.

On the 4th June, there was found in the car of Peter Godber, Chief Superintendent of HK Royal Police, a sum of HK$ 200,000. He was supposed to explain his wealth to the Acting Attorney-General within a week, when he irresponsibly escaped to England four days after the money was found.

So far, what is published is that the HK Governor appointed Sir Alastair Blair-Kerr, a Senior Puisne Judge, to inquire into: now Godber could slipped away undetected, and how effective is the Prevention of Bribery Ordinance.

This is not what our public is interested. We expect the Government should also investigate : how Godber got his unreasonable wealth, and from where. We also expect these are all published to the public.

On the 12th July, when another alleged case of corruption by the police machinery was published, the Government declared the possibilty of suing three local Chinese newspapers for " disclosing identity etc. of persons being investigated. "

We protest against this covering up of this alleged corruption case, in which the government machinery is involved, and also this irritating measure of attempted suppression of freedom of speech in the Colony.

We think the British Government should act accordingly by sending Godber back to the Colony for the completion of investigation into his case, and ordering the Colonial Government to discharge the case justfully, and openly.
