CORRUPTION IN HONG KONG: GODBER

You told me this morning that Mr Royle would like to have

in his box tonight preliminary views on the following:-

(a) The possibility of a UK enquiry into alleged

corruption in Hong Kong, particularly in the Police.

(b) The possible secondment to Hong Kong of a group of

Senior UK Police Officers to investigate corruption

in the Hong Kong Police.

There is a good deal of pressure building up for a UK

appointed enquiry. Mr Royle is well aware of the campaign

which ex-Inspector Alan Ellis has been conducting for several

years. Mr Ellis has contacts in the Press, and several news-

papers have recently mentioned his campaign for such an enquiry.

The Rt Hon Patrick Jenkin, MP, has written to Mr Royle about

this (a draft reply is now being cleared with the Legal Adviser

and will be submitted separately). Mr James Johnson, MP, has

already spoken to Mr Royle on the telephone, and has asked to

see the Secretary of State on the matter urgently. The

Secretary of State will not be here to see him but Mr Amery is

to see Mr Johnson tomorrow, 9 August, at 3 pm. I shall attend.

We do not of course yet know what Mr Johnson will say, but he is

in touch with Mr Ellis and it seems likely that he may ask for
