question of surveillance. It would also be wise not to give
any encouragement to any suggestion that a UK Commission of
Enquiry should be appointed. When the Godber case occurred,
the Governor appointed a Commission of Enquiry, with
Sir Alastair Blair-Kerr, the Senior Puisne Judge, as sole
Commissioner. His first report has already been published.
The law, and security at the airport, have already been
tightened up as a result. His second report is due in mid-
September. In it hê is to:
"in the light of experience of the working of the
Prevention of Bribery Ordinance, and having regard also
to the need to preserve basic human rights under the law -
(i) report on the effectiveness of the Prevention of
Bribery Ordinance and suggest amendments;
(ii) suggest any other changes in current arrangements
considered necessary.
Mr Royle has been in touch on the telephone with Mr Johnson.
A report in the Guardian of 1 August, which appears to have been
a result of this conversation, is attached. It refers to the
possibility of help in extraditing Godber. The problem here is
that, under the Fugitive Offenders Act, an offence is not
extraditable unless it is also an offence under UK law. Section
10 of the Hong Kong Prevention of Bribery Ordinance (under which
