1. Mr Jenkin has written to Mr Royle following the publication
of the Sunday Times article on the Godber case on 29 July.
Mr Jenkin first raised the question of allegations of corruption
in the Hong Kong Police, as a result of representations from
FED/AB2.94
Mr Alan Ellis, with the Rt Hon Frederick Lee, then Secretary of
State for the Colonies, in 1966. The exchange of correspondence
D9) at that time is attached. Also attached is the background note
HWB14/3
EP.Q.
for the Minister which was apparently at the time forwarded in
error to Mr Jenkin. Mr Jenkin subsequently asked a Parliamentary
Question about the Ellis case on 14 February 1967.
2.
Mr Jenkin thinks that the Godber case fully justifies
Mr Ellis's allegations and feels that he has let him down by
accepting advice from successive Ministers not to pursue the
matter.
3. I attach a draft reply to Mr Jenkin. It has been cleared with
the Overseas Police Adviser and the Department's Legal Adviser.
