I know that those officers would only give what testimony they have and want to give to an external inquiry in which they can have trust. None of this is a fault attributable to you personally. No Commissioner of Police in Hongkong during the past decade of my experience has faced corruption as you have done and been seen to fight it rather than run from it. I appreciato some of the problems you face inside and outside the Force, and perhaps more than you might suspect that I do.
