Dear Mr Sutcliffo
I am writing to you principally to assure you that it is not my intention, nor ever has been, to confront you personally on the matters of apparent difference which are common knowledge.
I do this because I learned today that there are some rumouro, or even a press report, which suggest that I am coming to Hongkong armod with the World in Action' television toam to confront you personally.
As it happens, television toons have already visited Hongkong for their own purposes and mozo, zoprosentative of a number of media organisations, may be coming later. While I continue to advise a number of TV and newspapor concerns about the corruption problem, the reports they present are based on their own accossment and fact-finding; unlike the South China Morning Post Group, the British press are not of the habit of ellowing themselves to become the fungolmen of principals. Indeed, the reports published in recent issues of Brivioh natiopol nevpapers which describo the personal and positive role of yourself in the Fight gainst corruption have appeared after the varitons have been briefed by me; the IIongkong Government'o Press officor in Dorion vont on holiday immediately the Blair-Kerr Report ves vized to the British press.
I would like you to know that I feel wo are both aiming at the same target, at the elimination of corruption in the longkong Government. My viow simply is that there existo an organised corruption conspiracy on a horizontal and vortical plane; that hard-core criminal elements within the police force intimidate colleagues by various means and to different degrees; that to destroy this conspiracy wo must first defino it and understand and accept precisely how it is structured and operates; that to define its nature and extent we must have an externally-appointed Commission of Inquiry in which officials will have trust and will be willing to testify to fully.
I assure you that I have no ill-will toward you but that the conspiracy, and the wider and more serious political conspiracy operating on a Hongkong/London axis which enjoys what I strongly
