Hong Kong: The Godber ffair

I write to express this Association's concern over various questions raised in conection with the recent re orts about the alleged corruption by which Peter Godber, the former Chief Superintendent of Hong Kong Royal Colice, supplemented his income, and hi dcparture from the Colony to Britain before the matter was investigated.
There have been carlier allegations of cor: uption within the Hon_ Tong Police, but nothin, to match the current incident. Yet it seems that present investigations are limited to two questions :
a) how Godber was
ble to leave the colon; undetected;
b how effectiv is the Frevention of Bribery Ordinance. It would seer to this Association th t Her Kajesty's Covernment, as the Aministering Power ultimately responsible for the conduct of affairs in the Colony, has a res onsibility to ensure that the facts of the Godber case are fully investigated, and to assist the authorities in the Colony in te execution of any criminal proceedings that may arise out f an investigation.
I would be rateful for ur comments on this view, and for an indication es to ether the authorities of Hen, Kong have a right to request
the extradition of Ir. Golber, if their investigations should reach a stage that would justify such request.
