Mr. Gunston said that on 7th Junc, Godber had told him

that rs. Godber had left Hong Kong. r. Gunston frankly admitted

that the thought had crossed his mind that Godber might leave Hong Kong because not only had he talked on 4th June about

resigning, and Mrs. Godber had left Hong Kong, but Godber had also asked him for his advice regarding what he (Godber) described

as extradition. Ir. Gunston said that he interpreted that as

meaning the Fugitive Offenders' Act; and that he had advised Godber

on the effect of that Act.

Did Godber pass through Immigration Control? If not, how did he manage to board the plane?

Hong Kong Airport is divided into 7 designated areas

by reference to the plan, a copy of which is marked "I" and

attached to this report. The areas are as follows:

Area 1 is the maintenance area.

Area 2 is the parking apron used by aircraft.

Arca 3 is the customs inspection hall and is

controlled by the Preventive Service of the Department of Commerce and Industry. This is on the ground floor of the new terminal building.

Area 4 is the Immigration and Port Health

check area. It is on the ground and first floors. It is controlled by the Immigration Department.

Area 5 is the runway.

Area 6 is the new cargo complex.

Area 7 is for civil aviation operations and

includes the 3rd and 5th floors of the terminal building and the control tower.

The V.I.P. Room is under the control of the Protocol

Section and is not regarded by them as a restricted area. The

door is normally locked unless the staff are avaiting the arrival

of a V.I.P. There is a departure gate which loads out to Area 2 (the apron); but the Protocol staff exercise surveillance over

those who may use this gate.

The main security perimeter is shown on the attached plan ("I") as a red line with blue symbols indicating entrances,

and red boxes indicating police guard posts. The Police are responsible for patrolling and guarding this security line which
