Before going on leave last week, Mr Stuart saw the record of your talk with Ellis. Mr Stuart left the papers with me, suggesting that we should submit on the lines of the attached.
2. I should be grateful for your comments. I am not at all sure of the wisdom of writing, unsolicited, to Mr Ellis, and we are unlikely to persuade him to draw a distinction between his personal case and corruption in general.

I wonder whether it would not be better to leave the initiative for further exchanges to Mr Ellis. At the moment, he is preoccupied with the Godber case and there is little doubt, in my mind, that he, together with Mr James Johnson MP, Mrs Elliott and his Press contacts, will continue to press for an external commission of enquiry. His own case, of his own admiss- ion, is only part of what he chooses to call the "conspiracy of corruption" in the Hong Kong Fublic Service.
2. He could well make spurious capital out of an unsolicited reply from Mr Royle and, in the
circumstances, I recommend that the draft letter should not issue.
