Police officers have themselves stated privately that they would have no confidence in a Hongkong Government- conducted inquiry and would welcome an externally- appointed inquiry. The influence of the Hongkong Executive over the Hongkong Judiciary, of which there are strong indications, clearly rules out this arm of government as a tool of inquiry, for tool it would surely be. Those of us close to the events of 1966 and the subsequent Commission of Inquiry into the Causes of the Kowloon Disturbances, chaired by the former Chief Justice Sir Michael Hogan, know well just how evidence, of criminal CID elements conspiring to suborn witnesses in an effort to falsely accuse Mrs Elliott of inciting rioters, was suppressed and she was manoeuvred into a judgment for contempt.
It would do no harm to protect the reputation of this country by appointing an inquiry in response to expressed public opinion. While it would cost money it would I feel be but little of the monies reaped from possession of Hongkong by those Scottish and English merchant interests who for more than a century have traded on the name of Britain.
