was what "we" in Hongkong said that counted. I have not yet disproved these propositions and you will know that it is most undesirable for any civil servant, of whatever rank, to feel confident that he is above the Rule of Law and the system of public accountability (albeit defective) upon which the Constitution of this country relies.

The CHINA MAIL's prompting the question 'Was Parliament told the truth or was it deliberately misled?' by Commonwealth Affairs Minister Mrs Judith Hart on 14th February 1967 is the core of the matter. Replying to Patrick Jenkin the Minister said of my allegations of corruption and maladministration that "there has been found to be no truth in them", that "the allegations are regarded as being without foundation". Your Office has been fully advised over the years as to why no truth has been found, as to how two police-conducted "inquiries" suppressed the truth and one can only assume, having this fact in mind, that the answer given to the Commons was a deliberate falsehood, innocently put by Mrs Hart if she had not been advised by her civil servants as to how precisely no truth had been found.

No truth has been found in these allegations because it has not been looked for and where attempts have been made to present it they have been suppressed. This is clearly evident from the manner in which the two police "inquiries", of 1963 and 1965, were conducted.

The departmental "inquiry" of 1963 had many defects, the principal one being that a proper taking of evidence was not conducted: my own statement was interfered with (and matters now in dispute are questionable because a "true typed copy" has been substituted for the document which I signed and which, held by Police Headquarters, has now without record been destroyed); witnesses I named were not examined; one inspector was not allowed to make the statement he wished to make; another inspector has told me that his statements, like my own, were not taken down in full. In brief, this "inquiry" employed the devices of suggestion of the false and suppression of the true. The officer who alone conducted this "inquiry" is now the Director of Criminal Investigation,
