Mr Ellis' letter to Mr Royle of 1 April.
2. I do not think Mr Ellis raises any new points but there is one allegation, previously made by Mr Ellis in 1971, that is not covered in Mr Stuart's submission of 13 March. Mr Ellis says (last paragraph of page 2 of his letter) that a statement he made in 1963 to Mr Rolph was "interfered with". The Hong Kong Government was asked to look into this and Mr Royle wrote to Mr Ellis on 8 October 1971 saying that although his (Ellis') original hand-written statement could not be found, the Commissioner of Police was completely satisfied that the typed copy of his statement on the inquiry file was a true copy.
3. I enclose a draft submission referring to the above point. I have also mentioned the telephone call you received yesterday from Mr Ellis.
