I have spoken to Mr Pett and Miss Daw in Gibraltar & General Department who are both of the opinion that Mr Lee Yuk Tak's letter should not be treated as a petition. I think we can therefore send a copy of the letter to Hong Kong asking them to take whatever action they think appropriate. I attach a draft letter accordingly.
