Where the air/land barrier passes through buildings, the responsibility for security between the different designated areas rests with the Government Department responsible for that area. For example, entry to Area 3 (customs on the ground floor) from the public area of the terminal is controlled by the Police and Preventive Services. Entry to the arrival and departure portions of Aroa 4 (Immigration and Port Health) on the ground and first floors is controlled by
the Immigration Department.
The right to pass from one restricted area to another is conferred by the issue of permits which must be worn by the holder on his chost. The permits are issued by the Airport Manager (Passenger Services) [who is a member of the staff of the Airport General Manager]. These permits show the photo- graph of the holder, his signaturo, and contains six numbered "boxes" running the full length of the permit at its lower edge. The number in each box represents a designated area; and a pass may be limited by blanking out one or more numbers leaving

Red indicates a general authority to the holder to cross the air/land barrier. Green designates Area 7; and yellow confers not only the right to cross the air/land barrier but to escort non-permit holders through that barrier and from one restricted area to another. The permit also bears the words "HONG KONG AIRPORT" at the top right to avoid confusion with similar cards issued by other organisations.
Such permits are known as permanent permits; and it is a fact that they are not issued for any particular period of time. The Airport Manager (Passenger Services) is also authorised to issue paper-type temporary permits which do not show a photograph of the holder but they bear the area numbers to which the holder is entitled to enter, and also the holder's signature. Temporary permits are issued to new airline employees while their applications for permanent permits are being processed. Such permits are also issued to electricians,
