In view of the short period allowed for reporting on the
first term of reference, I considered that much time could be saved
by obtaining written statements from all persons who appeared to be
in a position to assist me; and I am greatly indebted to counsel for the Commission (r. B.A. Sceats) who interviewed and took statements
from a number of witnesses. A good deal of the information thereby
obtained was non-controversial; and when the witnesses were called
to swear to the truth of their statements, questions by counsel and
myself were confined to controversial matters. Thereby much time
was saved.
After my inquiries began, it was discovered that the
Commissioner of Police had, himself, ordered one of his officers (Superintendent P.J. Webb) to carry out an independent investigation
