HONG KONG: DEATH SENTENCES
Brennan has asked me to reply to your letter to him of 29 November about the case of Leung Ping Fat.
Having looked at the facts set out in the papers which you sent and which I now return we agree with your appreciation of the case and with the views expressed in your telegram to the Governor. The only comment I would make is that the papers contain no information about the prisoner's mental condition. On the face of it there is nothing to suggest any mental abnormality, but it seems to us that this is a matter on which information ought to be obtained and considered if there is any question of allowing the law to take its course.
